Rules for Kenai River Dollys get tighter

If you catch a trophy 10- to 15-pound Dolly Varden from the upper Kenai River, forget about taking it home for dinner or to a taxidermist.

According to a regulation adopted in February by the Board of Fisheries: "In the Kenai River drainage upstream of the Upper Killey River, the bag and possession limit for Dolly Varden is 1 per day less than 18 inches in length."

Under the previous regulation, Dolly limits for these waters were two per day and two in possession.

Only one per day could be more than 24 inches long and none could be between 12 and 24 inches.

The ink on the new rule wasn't even dry when the Cooper Landing Fish and Game Advisory Committee petitioned the board to reconsider its decision. Committee members were mainly concerned that the board had adopted the regulation without adequate public input and with insufficient information.

"There wasn't even a proposal before the board that addressed anything like this major change to Dolly Varden regulations," said Bill Stockwell, advisory committee chairman. "Proposal 309, the one the board ended up amending and adopting, wasn't even about Dolly Varden. It was about rainbow trout. We think there are some important issues about Dollys that weren't even discussed."

The previous Dolly Varden regulation, in effect since 1996, protected most of the sexually mature Dollys. Most of the spawning-age fish can now be harvested, Stockwell said. Tagging data indicate that 84 percent of them are less than 18 inches long.

"This means that all but 16 percent of the Dolly Varden population is now subject to harvest," he said.

According to the statewide harvest survey, anglers fishing the river between Kenai and Skilak lakes took home an average of 12,000 fish from 1991 to 1996 but the harvest dropped to 7,000 fish per year from 1996 to 2000.
